Na Evropski dan fondacija i donatora koji se obeležava 1. oktobra, Srpski filantropski forum se osvrće na najnovije podatke da je na Svetskom indeksu davanja, koji već deset godina objavljuje međunarodna organizacija Charitable Aid Foundation (CAF), Srbija 2020. godine zabeležila izuzetan skok na 48. mesto, sa 129. pozicije na kojoj je bila 2018. godine, te postala šesta zemlja na listi zemalja koje su najviše napredovale.
Filantropska zajednica u Srbiji je godinama nastojala da dobročinstvo u Srbiji predstavi na najbolji mogući način, i kada je reč o načinima formiranja ove liste i adekvatnim podacima za njeno kreiranje. Pre četiri godine, u Srbiji je formirana Koalicija za dobročinstvo, koju predvodi Fondacija Ana i Vlade Divac, čiji je član i Srpski filantropski forum, zajedno sa Trag fondacijom, Smart koletkivom, Catalyst Balkans, Forumom za odgovorno poslovanje i Privrednom komorom Srbije. Ubrzo je inicirano i osnivanje Saveta za filantropiju Vlade Srbije, koju čine predstavnici Koalicije i Vlade Srbije sa predsedavajućom, premijerkom Anom Brnabić i kopredsednicima, izvršnim direktorom Srpskog filantropskog foruma, Veranom Matićem i šefom kabineta predsednice Vlade Srbije, Milošem Popovićem, sa ciljem unapređenja okvira za davanje.
Iako je poslednjih nekoliko godina, zahvaljujući naporima koje je ulagala Koalicija, bilo napretka, do prošle godine smo, ipak, bili na donjem delu liste koja obično obuhvata od 110 do 140 zemalja. Imajući u vidu teške okolnosti prošle godine, ovaj izuzetan skok postaje još značajniji. Srpski filantropski forum i Koalicija za dobročinstvo, , ponosni su na ovaj rezultat koji je najviše doprineo osobama kojima je pomoć i podrška najpotrebnija u jednoj od najtežih godina opterećenoj izazovima koje je donela pandemija COVID-19.
Kada je reč o podacima koji su prikupljeni u zemlji, Catalyst Balkans, članica Koalicije za dobročinstvo, izvestila je da je zabeležena gotovo tri puta veća darivana suma u 2020. u odnosu na prethodnu godinu. Ovaj ogroman skok, i kada je reč o konkretnim podacima, i kada je reč o listi Svetski indeks davanja, rezultat je niza uticaja: nema sumnje da je kontinuirana aktivnost Koalicije za dobročinstvo doprinela tome, ali je pandemija COVID-19 snažno podstakla tu motivaciju, kako poslovnog sektora da naprave veliki iskorak u davanju za opšte dobro, tako i građana koji su se masovno odazivali i pružali podršku pojedincima i zdravstvenom sistemu. Protekle godine je zabeležena rekordna suma, građani i kompanije donirali su više od 90 miliona evra za opšte dobro. Isti motiv je doprineo i nizu inovativnih individualnih akcija, različitih aukcija na društvenim mrežama u kojima su pojedinačne inicijative, aukcije donosile više desetina hiljada evra individualnih i kolektivnih donacija.
Građani i kompanije u Srbiji su dokazali da poseduju visok stepen odgovornosti prema javnom interesu i humanost u odnosu na pojedinačne potrebe solidarnosti.
Ovaj veliki iskorak govori o potencijalima, da kada je teško, granice dobročinstva i solidarnosti ne postoje. Pandemija je svakako dala veliki impuls ovakvim rezultatima. Tu se, međutim, ne treba zaustaviti, sada je neophodno zaista unaprediti zakonski okvir za davanja tako da on ne bude incident za koji je neophodna velika nacionalno nesreća ili globalni problem, već da se stvore zakonski uslovi koji podstiču solidarnost i davanja bez tih destruktivnih podsticaja. Vlada mora da obezbedi da svako davanje bude propraćeno odavanjem priznanja i uklanjanjem svake prepreke koje dodatno opterećuju davanja za društveno odgovorne i humanitarne akcije.
Zato pozivam Vladu Republike Srbije da usvoji predloge Koalicije za dobročinstvo, koji se tiču ukidanja PDV na donacije hrane pred istek roka trajanja, jer bismo time značajno povećali količine donirane hrane, koje bi bile na raspolaganju za najranjivije grupe.
Kampanja „Spasimo hranu, spasimo humanost“ koja je u toku, a povodom Nacionalnog dana davanja, 9. oktobra, koji je ustanovio Srpski filantropski forum, ukazuje na problem nedovoljnih donacija hrane i nudi rešenje , između ostalog, kroz solidarnost građana, kompanija i medija, ali i kroz poruku institucijama Vlade Srbije da stvore okolnosti u kojima će biti nedopustivo uništavanje viškova hrane ili one kojoj predstoji istek roka trajanja, kao i da svi kapaciteti budu usmereni ka rešavanju problema nedostatka hrane sa kojim se suočavaju naši najsiromašniji sugrađani.

U Evropi danas postoji 147.000 fondacija koje daju približno 60 milijardi evra godišnje za osnaživanje zajednica širom Evrope. Neprofitne organizacije u EU kroz podršku koju pružaju, procenjuje se, plaćaju 6 milijardi evra PDV-a na koje nemaju pravo povratka, osim u određenim zemljama poput Irske i Danske koje vrše povrat plaćenog PDV-a neprofitnim organizacijama kroz kompenzacione fondove. U Srbiji je, prema aktuelnim podacima, registrovano 993 fondacija i zadužbine.
Srpski filantropski forum je članica Evropske federacije fondacija i donatora – DAFNE, koji je 2013. godine ustanovio 1. oktobar kao Evropski dan fondacija i donatora.
Svakog 1. oktobra, dobrotvorne organizacije, fondovi, zajednice, donatori, filantropi i volonteri se okupljaju širom Evrope kako bi ukazali na pozitivnu ulogu koju fondacije imaju u evropskim društvima, podigli svest javnosti o značaju filantropije i dobročinstva i podstakli još više davanja i građanskih akcija.
Tim povodom, DAFNE i Centar evropskih fondacija (The European Foundation Centre) pokreću kampanju pod nazivom „Korak u budućnost” sa ciljem podizanja svesti javnosti o doprinosu filantropije u izgradnji bolje budućnosti za naredne generacije – na lokalnom, nacionalnom, regionalnom i globalnom nivou. A review of charity activities in Serbia on the occasion of the European Day of Foundations and Donors: Serbia’s breakthrough on the World Giving Index
On the European Day of Foundations and Donors, which is marked on October 1, Serbian Philanthropy Forum looks back at the latest data in the World Giving Index, published by the international organization Charitable Aid Foundation (CAF) for ten years, where Serbia made a remarkable leap in 2020: from being ranked 129th in 2018, it reached 48th position, becoming the sixth country on the list of countries that have advanced the most.
Philanthropic Community in Serbia has been trying for years to present giving in Serbia in the best possible way, both when it comes to the ways of forming this giving index and adequate data for its creation. Four years ago, a Coalition for Giving was formed in Serbia, led by Ana and Vlade Divac Foundation, of which Serbian Philanthropy Forum is a member, along with the Trag Foundation, Smart Kolektiv, Catalyst Balkans, Responsible Business Forum and Serbian Chamber of Commerce. The establishment of Philanthropy Council of the Government of Serbia was soon initiated. It consists of representatives of the Coalition and the Government of Serbia, with Prime Minister Ana Brnabic as its Chairwoman, and its Co-Chairmen, Veran Matic, Executive Director of the Serbian Philanthropy Forum, and Milos Popovic, the Chief of Staff of the Prime Minister of Serbia, all designed with the aim of improving the framework for giving.
Although progress has been evident in the last few years, thanks to the efforts made by the Coalition, until last year we were still at the bottom of the list, which usually includes 110 to 140 countries. Given the difficult circumstances last year, this remarkable leap is becoming even more significant. Serbian Philanthropy Forum and the Coalition for Giving are proud of this result, which contributed the most to the people who urgently need help and support in one of the hardest years burdened by the challenges brought by the COVID-19 pandemic.
When it comes to data collected in the country, Catalyst Balkans, a member of the Coalition for Giving, reported an increase in the total donated amount of almost three times in 2020, compared to the previous year. This huge leap, both when it comes to concrete data and when it comes to the World Giving Index, is the result of a number of impacts: there is no doubt that the uninterrupted activity of the Coalition for Giving contributed to that, but the COVID-19 pandemic strongly encouraged that stimulation, both within the business sector to make a big step forward in giving for the common good, and with the citizens who responded en masse and provided support to individuals and the health system. Last year, a record amount was registered as donations, citizens and companies donated more than 90 million euros for the common good. The same motive contributed to a series of innovative individual campaigns, various auctions on social networks with individual initiatives, while auctions brought tens of thousands of euros of individual and collective donations.
Citizens and companies in Serbia have proven that they possess a high degree of responsibility towards the public interest and humanity in relation to individual needs of solidarity.
This great step forward speaks of potentials, meaning that in hard times, the boundaries of charity and solidarity are eliminated. The pandemic certainly gave a big impetus to such results. However, we should continue with this, it is now necessary to really improve the legal framework for giving, so that it is not an incident that implies a major national disaster or global problem, but to create legal conditions that encourage solidarity and giving without these destructive incentives. The government must ensure that all donations are accompanied by recognition and the removal of any obstacles that further burden donations for socially responsible and humanitarian campaigns.
That is why I call on the Government of the Republic of Serbia to adopt the proposals of the Coalition for Givingy, concerning the abolition of VAT on food donations before the expiration date, because that would significantly increase the amount of donated food, which would be available for the most vulnerable groups.
The ongoing campaign “Save Food, Save Humanity”, on the occasion of the National Giving Day, October 9, established by the Serbian Philanthropy Forum, points to the problem of insufficient food donations and offers a solution, among other things, through solidarity of citizens, companies and media, but also through a message to the institutions of the Government of Serbia to create circumstances in which it will be inadmissible to destroy surplus food or food that is about to expire, including directing overall capacities towards solving the problem of food shortage faced by our poorest fellow citizens.

There are 147,000 foundations in Europe today that provide approximately € 60 billion a year to empower communities across Europe. It is estimated that non-profit organizations in the EU, through the support they provide, pay 6 billion euros of VAT to which they are not entitled to a refund, except in certain countries such as Ireland and Denmark, which refund VAT paid to non-profit organizations through compensation funds. According to current data, 993 foundations and endowments are registered in Serbia.
Serbian Philanthropy Forum is a member of Donors and Foundations Networks in Europe – DAFNE, which in 2013 established October 1 as the European Day of Foundations and Donors.
On October 1 every year, charities, foundations, communities, donors, philanthropists and volunteers gather across Europe to highlight the positive role that foundations play in European societies, raise public awareness of the importance of philanthropy and charity, and encourage even more giving and civic campaigns.
On this occasion, DAFNE and The European Foundation Center are launching a campaign called “Step into the Future”, with the aim of raising public awareness of the contribution of philanthropy in building a better future for the next generations – from a local, national, regional and global aspect. In order to be able to step into the future, we must unlock the potential of philanthropy, so that philanthropy becomes a catalyst for lasting and transformational change for the better.
