U decembarskom monitoringu medijske scene možete pročitati kako su novinarska i medijska udruženja okupljena u Koaliciju za slobodu medija i ANEM pozvala svoje kolege i koleginice da podrže studente koji su u protestu i bore se za demokratiju, pravdu i slobodu govora u Srbiji.
Sredinom decembra međunarodna organizacija Amnesty International objavila je izveštaj „’Digitalni zatvor’ ー Nadzor i represija civilnog društva u Srbiji”. Izveštaj prezentuje egzaktne dokaze da su pripadnici policije i BIA napravili špijunski softver (u izveštaju nazvan NoviSpy), koji je instaliran u pametne telefone najmanje četvoro aktivista, novinara i članova civilnog društva. Ministarstvo informisanja i telekomunikacija ne vidi se pozvanim da dâ komentar na izveštaj Amnesty International-a, ali zato saopštava da je u 2024. godini broj napada i pritiska na novinare smanjen. Dok Ministarstvo to tvrdi, NUNS podseća da se prema evidenciji koju NUNS pravi, broj pretnji upućenih novinarima putem društvenih mreža, kao i broj fizičkih napada na novinare — povećao, te da je u poslednja dva meseca evidentirano više fizičkih napada nego u prvih 10 meseci tekuće godine.
Narodni poslanici iz Pokreta socijalista podneli su Narodnoj skupštini predlog Zakona o posebnom registru agenata stranog uticaja, kojim se otvora potraga za informacijama „po čijim programima i direktivama“ neprofitne organizacije „rade i ono što je najvažnije, kojim stranim vladama i organizacijama polažu račune“.
U Monitoringu se prati tok dva slučaja: paljenja kuće Milana Jovanovića i naknade štete koju su zbog toga pretrpeli novinar i njegova supruga; i napada na novinara Vuka Cvijića. U Monitoringu je takođe bilo reči o pretnjama upućenim Slavko Ćuruvija fondaciji, novinarki TV Nova S Isidori Kovačević, redakciji medija Radar, TV N1 i Regionalnoj informativnoj agenciji JUGpress, kao i o slučaju Dušana Milanovića, vlasnika izdavača portala Kosovo online, ali i o napadima na novinara i dopisnike Televizije N1, o onemogućavanju novinara da prate sednicu Skupštine AP Vojvodine, o neprimerenim rečima koje sa visina vlasti ne prestaju da teku.
Monitoring za temu ima proces donošenja nekoliko zakona: Zakona o javnim medijskim servisima, Zakona o javnom informisanju i medijima i Zakona o elektronskim medijima, Zakona o slobodnom pristupu informacijama od javnog značaja, kao i novi Kodeks novinara i novinarki Srbije, koji je u decembru stupio na snagu (komisija za žalbe Saveta za štampu primenjivaće ga od januara 2025. godine).
Rok za prijavljivanje na Javni poziv za predlaganje kandidata za izbor članova Saveta REM-a istekao je 16. decembra. Konačnu listu kandidata pak skupštinski odbor utvrdio je 30. decembra. Ministarstvo informisanja i telekomunikacija izradilo je izmene i dopune Pravilnika o sufinansiranju projekata za ostvarivanje javnog interesa u oblasti javnog informisanja, sa pripadajućim obrascima, ali nije bilo spremno da dâ ANEM-u pojašnjenje za nejasnoće na koje su im ovi u svom dopisu skrenuli pažnju.
Koalicija protiv SLAPP-a u Evropi (CASE) i Fondacija Dafne Karuana Galicija objavile su izveštaj koji je pokazao da je tokom 2023. godine podneto ukupno 166 SLAPP tužbi. Srbija spada u jednu od zemalja u kojima je pokrenut značajan broj takvih postupaka. Protiv novinara istraživačkog portala KRIK Predrag Koluvija podneo je treću tužbu. Tužba je podneta protiv urednika, novinarke i udruženja koje je osnivač portala KRIK, i njom se — zbog navodne povrede dostojanstva ličnosti objavljivanjem teksta „Operacija ’Cepelin’: Koluvija i pre ‘Jovanjice’ bio osumnjičen za proizvodnju marihuane“ — traži naknada nematerijalne štete u iznosu od 100.000,00 rsd.

SERBIA’S MEDIA SCENE IN DECEMBER 2024
In the December monitoring of the media scene, you can read how journalists and media associations gathered in the Coalition for Media Freedom and ANEM called on their colleagues to support the students who are protesting and fighting for democracy, justice and freedom of speech in Serbia.
In mid-December, the international organization Amnesty International published the report “‘Digital Prison’ ー Surveillance and Repression of Civil Society in Serbia”. The report presents exact evidence that members of the police and the Security Intelligence Agency created spyware (called NoviSpy in the report), which was installed in the smartphones of at least four activists, journalists and members of civil society. The Ministry of Information and Telecommunications does not consider itself invited to comment on the Amnesty International report, but othevise it announced that in 2024 the number of attacks and pressure on journalists has decreased. While the Ministry claims this, NUNS reminds that according to the records made by NUNS, the number of threats sent to journalists via social networks, as well as the number of physical attacks on journalists, has increased, and that in the last two months, more physical attacks were recorded than in the first 10 months of the current year.
MEPs from the Socialist Movement submitted to the National Assembly a proposal for the Law on a Special Register of Agents of Foreign Influence, which opens the search for information “according to whose programs and directives” non-profit organizations “work and most importantly, to which foreign governments and organizations they are accountable”.
Monitoring follows the course of two cases: the burning of Milan Jovanović’s house and compensation for the damage suffered by the journalist and his wife; and attacks on journalist Vuk Cvijić. Monitoring also discussed the threats addressed to the Slavko Ćuruvija Foundation, TV Nova S journalist Isidora Kovačević, the Radar media editorial office, TV N1 and the Regional Information Agency JUGpress, as well as the case of Dušan Milanović, owner of the publisher of the Kosovo online portal, but also about attacks on journalists and correspondents of Television N1, about the impossibility of journalists to follow the session of the Assembly of AP Vojvodina, about the inappropriate words that do not stop flowing from the heights of the authorities.
Monitoring for the topic has the process of adopting several laws: the Law on Public Media Services, the Law on Public Information and Media and the Law on Electronic Media, the Law on Free Access to Information of Public Importance, as well as the new Code of Journalists of Serbia, which entered into force in December (the Press Council’s complaints commission will apply it from January 2025).
The deadline for applying to the Public Call for Nominating Candidates for the Election of REM Council Members expired on December 16. The final list of candidates was determined by the Parliamentary committee on December 30. The Ministry of Information and Telecommunications prepared amendments to the Rulebook on co-financing projects for the realization of public interest in the field of public information, with the associated forms, but was not ready to give ANEM an explanation for the ambiguities that they drew their attention to in their letter.
The Coalition Against SLAPPs in Europe (CASE) and the Daphne Caruana Galizia Foundation released a report that showed a total of 166 SLAPP lawsuits were filed in 2023. Serbia is one of the countries where a significant number of such procedures have been initiated. Predrag Koluvija filed a third lawsuit against the journalist of the investigative portal KRIK. The lawsuit was filed against the editor, the journalist and the association that is the founder of the KRIK portal, and with it — due to the alleged violation of the dignity of the person by the publication of the text “Operation ‘Zeppelin’: Koluvija was suspected of producing marijuana even before ‘Jovanjica'” — compensation for non-material damages is requested in the amount of 100,000.00 rsd.
